ATLANTA CITY HOUSING LEGISLATION:

City Planning and Council Member Farokhi introduced three legislative papers to address density and affordable housing. The papers affect R-4 and R-5 zoning in significant ways including:

  • proactive rezoning

  • expanded density allowances

  • lot subdivision

  • parking requirement elimination

We believe there has not been an appropriate and sufficient period of review and comment from the community.

TIMELINE

July 6, 2021

Papers are read in by Council Member Farokhi at Atlanta City Council regular session.

August 5, 2021

NPU-E issued a request to Council Member and City Zoning Committee Chairman Farokhi and Commissioner Tim Keane on August 5, 2021 asking that the zoning papers be deferred on NPU agendas until after the adoption of the CDP and preferably the beginning of 2022. These topics are interrelated and the language is layered and complex. Separating the two processes would provide a logical and fair approach. The city responded with a 30-day deferral.

September 7, 2021

The zoning legislation was discussed in detail at the regular monthly NPU-E meeting. The Department of City Planning presented updates.

September 24, 2021

Z-21-73 and CDP-21-43 are withdrawn from NPU agendas.

October 5, 2021

The Department of City Planning presented updates to the legislation which were issued and placed on the NPU-E agenda one day before the meeting date. NPU-E voted to oppose Z-21-074 at our October 5th meeting and submitted detail comment on opposition and suggested amendments.

November 29, 2021

City Council Zoning Committee voted to recommend filing the paper with a vote of 5-1-1. The paper moves ahead to City Council.

December 6, 2021

Z-21-74 was filed by City Council with a vote of 13-1-1. The paper will not move forward.
